well an ignition failure on one engine causing a failure on another doesn't make much sense either. The cascade failure system was really envisioned for one failure causing another failure that logically would follow. IE a compressor clog causing an explosion :)
I can't recall how configurable it is, if at all though.

But rocket engines do tend to spit out nasty shrapnel when parts rotating at tens of thousands of rpm fail.
The chance of triggering another failure when an engine fails to ignite doesn't do anything useful. It can only trigger failures on the same engine that had the ignition failure but the ignition failure itself already made it inop.
