Build package for NuGet #28

Makes msbuild parts available from NuGet at https://www.nuget.org/packages/KSPBuildTools

What you need to do: 1) make a nuget account and tell me the username so I can add you to the organization as an admin 2) make a new environment in the GitHub repo called "NuGet" 3) make a secret in that environment called NUGET_API_KEY and set it to a new Nuget API key that has access to the nuget org
