Agressive Negotioation strategy allows fund raising glitch #199

Steps to reproduce:

  1. In Career mode:
  2. Activate the "Agressive Negotiations" strategy in the Administration Building
  3. Note the funds available (usually 25000 for a new game)
  4. Create a craft with a single Mk1 pod
  5. Launch and recover the craft
  6. Note the gain in funds (around +127, if chosen 20% on the strategy)

This works both with and without KSPCF installed. Tested with no other mods involved.
