fix pedal map so it does not start at 0.06 volts #21

a reading of 50 from the VCU's ADC is equal to 60mV on APPS1 and 40mV on APPS2. this is far below the expected "fault" threshold for the pedal sensor return this value to something normal-500mV or greater
