Case sensitive checks in DOI field #173

It seems like KuraTHor still is using case sensititivity when checking duplicate DOIs:

https://doi.org/10.1364/CLEO_AT.2023.JTu2A.99 https://doi.org/10.1364/CLEO_AT.2023.JTU2A.99

The above isn't trapped in the control.
