Reorganize repository structure #150

Remove the original model and NWSAS model folders, and add the Dashboards to the model folders of each country. Also include a copy of the notebook environment in the root of the repo for the binder to work.

For Morocco:

Move dashboard folder inside the model folder.
.gitkeep the GIS folder
