This PR updates the reference dataset of OSeMBE. It uses the DIAG-NPI scenario developed in the ECEMF project.
DIAG stands for diagnostic and NPI for National Policies Implemented.
Hence, this reference scenario shall consider national policies and targets that are translated into national policies, but no targets that are not (yet) translated into national policy.
