In scenarios with strict limits or high CO2 prices, the model uses a lot of BM CCS.

[ ] Limit the use of CCS by introducing a limit related to the storable CO2
[ ] Investigate JRC-TIMES dataset
[ ] Check the numbers in the ECEMF assumption file and perhaps reach out other modelling teams

Wait on this until #46 is resolved to assess impact of reducing biomass availability on CCS+BM.

Consider also #53 , an emission penalty makes the model go for negative emissions to reduce overall cost.
