HOLD: global vars and removing excessive local vars in StartUnit.pas #271

Passes both tests. Clean up of excessive local vars, and conversion of some global vars (note: this seems to speed up the tests). I think this made it into my next PR#272, b/c I forgot to branch out. That is why I changed this item from ENH to HOLD --> Try to merge #272 instead?
