Hypercorex Character Recognition Test

This PR adds the basic character recognition test for HDC.

Major TODO:

• [x] Add more functions to the hypercorex library
• [x] Make character recognition test
• [x] Make data generation
  • [x] This needs to be linked to the hypercorex repo to reduce re-coding
• [x] Modifications for the Makefiles

Details about this software:

• A bunch of functions were already developed in the hypercorex repo. To avoid copy-pasting, previously made code. This includes:
  • Functions that pre-calculate important things like orthogonal seeds needed for the hypervector generation.
  • Also a similar component is the software compiler that is needed to generate instructions for the HDC code.
• The software test does both the training and testing in one go.
• This is an end-to-end test from the prepared data to the final output predictions.
