Add tapeout configurations. #306

This PR adds tape-out configurations to be used.

@IveanEx haha hmmm I think it might get messier if we put in a separate repo 😓

I use that exclude TC_SRAM so I can combine it in all the VSIM_FLAGS. An alternative is have a separate .mk which could work. Something like tapeout.mk so all tape-out related are declared there.

Also adding other switches for sdf annotation and stuff lol.
