This PR adds the SNAX-CGRA

The build passes in questa sim but cannot pass Verilator due to HLS x Verilator pack/unpack inconsistency...

Though we need this to be part of main. So far, synthesis is not complaining.

Ok, please remove the tmp.txt file.

Wait no haha header generation kind of needs it. I will do a separate PR such that it doesn't break CI haha
