Xyi/add cdc streamer #365

We add cross-clock domain support for accelerators that have a slower speed than the streamer. Please add has_crossClockDomain: true flag in the hw cfg file to enable this feature. If cross-clock domain is enabled , the accelerator needs to give the streamer an extra clock input.

@mace1997 can you check if this works for you dimc core?
