Import & update E-Edition

E-Edition project already exists, but needs to be updated for new site.

Changes to be made:

• [ ] Show special projects in year directory
• [ ] Show new E-Editions as soon as available
• [ ] Require login for A & B
• [x] Do not require login for C

Trying to do this the same way as before just isn't practical. It is a bad user experience, and with the addition of special projects it becomes too expensive to recursively scan the entire directory.

Requires completion of #53

Using a <dialog> showing the results for a single directory would be a much better option. The server would only have to list a single directory at a time and the user would be presented with something that they are more familiar with, making navigation much simpler.

Octicons will come in handy for this. I can use file-directory.svg for directories and file-pdf.svg for sections/projects. Perhaps I can use shield.svg to indicate that a particular file requires subscription to view.
