Implement ads #203

This will require:

[ ] Database structure / table creation
[ ] <form> created either in PHP or HTML
[ ] Ability to load form, given sufficient user permissions
[ ] Form handler to update database table
[ ] Loading and displaying ads in various sections

Suggested table structure:

id
name
image(s) use id from images table and load using KVSun\KVSAPI\Picture
URL
start
end
container (element / component to place in)
position (non-unique int to control placement/cycling of ads)
attrs (JSON encoded array of attributes to set on element)
text (optional text associated with the ad)
impressions (counts number of times ad shown)
clicks (count how many times ad links are clicked)

I will also be creating @keyframes and various other CSS rules to allow transitions and animations on certain ads, such as those created from SVGs. I may also add a file input for HTML & SVG content, which would allow more advanced features.
