chore: bump shim versions to the latest #48

This PR bumps the containerd-wasm-shims versions to 0.9.2 and runwasi shims versions to 0.3.0 and added the wasmer shim.

Thank you! The build for the runwasi shims is overwritten in the build pipeline to use the latest master. I'm happy that the release now contains the binaries and the sizes of Wasmer and WasmTime are incredibly small. I'll remove the custom build an merge this PR tomorrow.

@Mossaka Could you directly bump the c-w-s version to 0.9.3?
