Maybe use the following: https://aur.archlinux.org/cgit/aur.git/tree/PKGBUILD?h=open-cobol as a "new start", just replace the name and possibly the URL + sha to

KCP is maintained by users like yourself, there is no "set" maintainer. Whomever submitted this package, obviously no longer uses it, so if you want it updated, best do the work yourself.

It would be preferable to get this package to the "main repo" instead of using KCP or AUR - Is that possible?

No, the repo's of KaOS are limited and will always stay around 2100-2200 packages. Only new added are those commonly used, or popular in KCP. As you can see, no-one bothered to do anything with it in KCP for what is approaching 8 years, has zero stars, so not a candidate to replace another application currently in the repo's.
