Newest Version of Randomizer Won't Work, Period.

What steps will reproduce the problem?
1. I download the game as recommended, I have WINRAR and it all downloads fine. 
I extract it into its own folder.
2. After that nothing really works. I click on the .jar file and it simply 
brings up more folders.

What is the expected output? What do you see instead?
In every 'how to' I've seen, after downloading, there is supposed to be a .jar 
file that brings up the control panel for the Randomizer. For me, though, 
whenever I click on the .jar file, all it does is send me to another page of 
folders. 

What version of the product are you using? On what operating system?
I am trying to use the newest version on a Dell windows 8 laptop.

Please provide any additional information below.
I would really like some assistance, because I'd love to be able to use the 
Randomizer.
