add background video support for sm files. #1438

since stepmania has video support i been wondering if you're able to add background video support for kade engine for sm files. the formats that should be supported would be avi, mp4, mpeg, mpg, and webm but im pretty sure you're only gonna do webm.

remember this is not stepmania coding video support is hard
