Enchant Localized #62

Hi,

In the config, I didn't see the opinion to localize enchant effect, there is only option to localize potions effect. Is it possible to add support for enchant effect?

Also, I have a fully localized item config in Chinese. I would be happy to upload it, if you want to bundle with the plugin in the future, so people can switch to Chinese easily.
