When navigating by keyboard, some filters are currently invisble because the list doesn't scroll.

[ ] Center focused filter in list Move the current active/focused filter into view
[x] Add arrow key/tab navigation (focus next/prev filter)
[ ] Add arrow key navigation to dropdown flyout
[x] Enter to open flyout/select dropdown
