'Tags' management page is not consistent with other pages #83

The Tags management page has the 'edit' button in a column of the table, other pages have 'edit' with the 'add' and 'delete' buttons at the top of the table (see 'Versions' page)

Additionally it has a 'Create' button where other pages use an 'Add' button.
