Implemented the following items from the backlog

87 - Denote technical owner 88 - Add/View Sector, Department and Agency 89 - Add/View Exemplar, Case Study available and theme 90 - View all projects with specific criteria

Let's do 1 PR for each feature added, rather than batching the changes like this.

I'd suggest we take a different approach in terms of implementation here also, i'd prefer if we keep the current behaviour as existing users are familiar with it, and introduce the additions on a view that caters for the new user group.
