RUS - Unable to seize bessarabia as Russia under specific conditions #10016

Quick questions OS: Win 10 HOI4 version: 1.9.3 Kaiserreich version: 0.14 List any other mods used: none Were you using Steam? yes Were you in multiplayer? no Which expansions do you NOT have? have all

Explanation of the issue:

The puppet event for romania doesn't allow you to seize bessarabia if ukraine exists

Problme wiht this is that ukraine can break away from RP and you are not always able to delcre war on them before annexing romania obraz

Steps to reproduce:

1.Play as Russia

  1. Do focus into caucasus

  2. Germany protects Caucasus making so can't take this focus becasue it reqiuers capitals of georgia and azerbaijan obraz

  3. Ukraine breaks free from germany so they are out of the WK2 and becasue of not having caucasus under your control you are unable to attack them before war with germany

  4. In meantime Romania declares war on Austria and loses becomes austria puppet

  5. When austria join germany in wk2 they bring romamia along

  6. when you finally deal with RP and take romania and you can't seize bessarabia becasue ukraine still exists
