Spy Master: Puppets don't seam to provide operative slots #10108

Quick questions OS:windoes 10 HOI4 version:1.9.3 Kaiserreich version: 0.14.1 List any other mods used: Were you using Steam?yes Were you in multiplayer?no Which expansions do you NOT have?

Explanation of the issue: acording to the wiki: Spy Master status provides you with an additional spy for every two independent nations and high autonomy puppets (Dominion, Satellite, Imperial Subject, Supervised State) in your faction and is also dependent on the nation's industry. From 0 - 10 factories the nation will contribute 0 spies, for 10 - 49 factories the nation will contribute 1/4 of a spy, for 50+ factories the nation will contribute 1/2 of a spy, i.e. when Germany is a Spy Master for the Axis and it puppets Slovakia, it will not receive an additional operative. When Italy joins the Axis, because it has more than 50 factories, Germany will gain 1/2 of a spy and give you an additional operative. If Romania becomes a satellite and it has 10 - 49 factories, Germany will only get a 1/4 of a spy.

** Argument in the tooltip for puppets. even ocupied puppets, there is a rule liste as:

BUT it seams that pupets don't provide aditional slots. even if there are 3 puppets with more then 10 factories. As is the case for the Empire of Japan in my game.

In adition There is 2 Indepedent nations in the Co-prosperity sphere: 1 - Siame 2 - Burma with 40 factories Burma view Economy

As for Russia. that also has 2 puppets with more then 10+ factories. It also didn't recieve an adicional spy. RUS view Intelligence

Conclusion There seams to be a Bug in Regard to obtaining operative slots from puppets. according to the tooltips.

Even in vanilla, not all autonomy states contribute operatives in this fashion. Note that the tooltip says "puppets OR countries with low factory counts". The autonomy states in KR are simply a bit more restrictive, and that's intentional.
