YUN-"Strike at Liangguang" focus doesn't work if Guanxi wins the civil war #10168

Quick questions OS: Windows 10 HOI4 version: 1.9.3 Kaiserreich version: 0.14 List any other mods used: Official KR music mods Were you using Steam? Yes Were you in multiplayer? No Which expansions do you NOT have? N/A

Explanation of the issue: The focus "Strike at Liangguang" does not appear to work if the Guanxi clique wins the civil war, requiring the player to simply justify instead. I was playing Yunnan as Long Yun, I could have fired the focus during their civil war, however I could not when Guanxi won

Steps to reproduce:

  1. Play Yunnan

  2. Have Guanxi win the civil war

  3. Attempt to take the focus

Possible cause: Tag issue, focus not recognizing Guanxi as a potential target

Screenshots: N/A, was pointed to this github after the fact
