Explanation of the issue:
Recently the tag CHI (Fujian Left KMT uprising) was changed in order to have them claim the entirety of China, including Tibet and Mongolia, once they complete the 1st congress of the KMT. However, this results in some issues when Tibet and/or Mongolia decide to submit peacefully. If TIB peacefully submits to CHI, they get puppeted with the states of Tibet, Changtang and Bome, everything else is ceded to CHI. Same goes for MON in the exceptional cases they decide to submit. They get puppeted with only the states of West Mongolia, Mongolia and Tuva (If Russia hasn't seized it), everything else is ceded to CHI.
Given that you can't integrate those 2 puppets, for obvious reasons, CHI can't fully annex the claimed land.
Given that most Chinas can only have Tibet and Mongolia as puppets, I'd suggest to keep it this way. What I think should be done instead is to simply remove the claims from the 6 aforementioned states, to follow what other Chinas do.
I'm fully aware that the KMT claimed the entirety of the 1911 Qing empire, including Mongolia and Tibet, however, from a gameplay perspective I think those claims should be removed.
Moreover, the Right KMT, both in Yunnan and Guangxi, can't claim them either.
