Either Left KMT or Right KMT Yunnan has no claims on SZC after completed the focus of "NRA Prevailed".
Screenshots:
Play as Left KMT Yunnan and I think this happens.
Possible cause:
I think a lack of adding claims on SZC after NRA takes control.
