Cant progress as russia #1131

Explanation of the issue: If Iran annex's Azerbaijan, then the player, or AI is unable to progress to the Europe part of the focus tree because on of the requirements is to own or puppet Azerbaijan.

Quick questions:

OS: Win 10 HOI4 version: 1.5.3 KR4 version: Do you have this issue in vanilla? Yes (Vanilla focus tree) Were you in multiplayer? No Were you running other mods (music mod doesn't count)? Colored Buttons, Are you missing any DLC (cosmetic DLC doesn't count)? I have it all Steps to reproduce:

  1. Play as russia

  2. Let Iran do their focus that annex's Azerbaijan

  3. Cant progess :(

@jfriend3 Can you explain which focus you're blocked on, specifically? I'm not seeing one that requires Azerbaijan to be owned or puppeted.

@jfriend3 Ah, never mind, I see - it's Azerbaijan the state, not the country. We can take a look, but for the moment you're going to have to take that state manually.

nothing in the focus triggers stops you from claiming it from iran, just tested in game

and I can't add a wargoal for every single possible invader of azerbaijan, just justify with the claims
