Q: La Plata event after beating Brazil #1155

Explanation of the issue: Question about an event, which fires after I've beaten Brazil and agreed in event 'Sue for peace' to get cores and puppets. Why is there another event right after (forgot the name, something about an union), where I can a) get horrible negatives or b) release Paraguay and Uruguay as puppets? It should be event id = arg.19 I mean I kinda have to grind through Focus tree to integrate both of them to get rid of Quenched militarism (to get focus to get to war with Brazil etc). So now I put time and effort to have them integrated properly with cores on those lands and then I just suddenly loose the cores in an event when they become puppets?

I would understand to get this event in a case I don't have the cores on those lands, that Para/Uru want to be released as puppets, which shouldn't be 'legally' possible (see above). But why should they even try to do this after I put work into proper integration?
