RUS not included in peace deal for Germany #1170

Explanation of the issue:

OS: HoI4 version: 1.5.3 Kaiserreich version: Dev Using Steam?yes Were you in multiplayer? no List other mods used (including KR Music mod): Music Have you changed any files, outside of mods used? no Checksum (four-letter code at the bottom of your title menu): Which DLC expansions do you NOT have? Death + Dishonor

Steps to reproduce:

1.Play as RUS

  1. Capitulate germany with Austria and France, or load peace conference save and continue from there.

@charlesthe50th Can I get some actual information on what the problem is? What does "not included" mean? I shouldn't have to play your save just to figure out the issue.

@charlesthe50th Also, your save is unplayable. It says you're using the dev version, but all your states are old and there are all sorts of issues with deleted tags being missing... how long have you been playing this particular game? If I try to load it with the dev version, it crashes as soon as I unpause.
