ROM/RUS - Romania cant join the Russian faction

Explanation of the issue: The prerequisites for Romania to join the Russian faction is too specific and hard to achieve. For example, Romania is required to be Russia's neighbor and be at war with Austria at the same time. In most games cannot happen unless Russia defeats Ukraine and sometimes Romania just refuses to declare war on Austria-Hungary alone. Because of this Romania sometimes just stays uninvolved in the war against Austria or rp and serbia and russia is forced to defeat them without romanias help. I'm pretty sure this is unintended.

Steps to reproduce:

1. Invite Serbia into russias faction.

2. Romania is now factionless and russia is unable to invite them.

3. see that russia is now unable to invite them unless they are neighbors and Romania is involved in the war against Austria at the same time.

That's WAD - Romania needs to either have won against Austria or be at war with them to join any other factions.

The problem with this is that romanian ai almost never declare war on austria by themselves. So what you get is a serbia and russia fighting austria by themselves and romania would just sit there and do nothing. If they do declare war it would be one or two years after the war starts, at that point serbia has probably capitulated and romania would get capitulated too in a month.
