Explanation of the issue:
I was playing as USA, and ceded territory to mexico at the beginning of the civil war. After the war, I used the "Reclaiming the Southwest" focus, and MEX refused my demands. I declared war, and chose to release mexico under a friendly government in the event after the war. Mexico became AuthDem (like me) as my puppet.
My puppet then took the "Join the Internationale" focus. Somehow, upon completion of this focus, they become independent, and joined the Internationale, as an AuthDem government.

Steps to reproduce:
Puppet MEX as AuthDem USA, without them having taken the "Join the Internationale" focus.
Have MEX take the "Join the Internationale" focus, and have COF agree

Possible cause:
No check to prevent MEX as a puppet from taking focus? Still not sure why it removed puppet status from them.
