GER- 1937 Election Event Chain Bug ("A New Reichkanzler?" does not fire) #12031

Hello! Been playing several Germany games in the new hotfix, and there's a frustrating bug that comes up for the 1937 election event that's been around for a while- every so often (in 2 of my 3 completed games so far in this hotfix), the election event for 1937 fires, but immediately installs the new government ministers with the change in ruling party, and the second event in the chain simply does not fire, denying the player to ability to gain political power from picking the next Reichkanzler, or to install Schleicher's Kamarilla. Windows 10, HOI version is 1.10.2, KR version is 0.15.1 "Leaving for Syria", mods are "Player-Led Peace Conferences", "Colourblindness Mod", "Colored Buttons", "Kaiserreich-style Map", and "Kaiserreich Music" 20201119120737_1

This is WAD - if either Finish Centralisation or Restore the Bundesrat is completed, it means the Kaiser loses his power to appoint whichever PM he wishes, and thus the election decides the PM.
