Historically, it would make no sense for the Ottomans to attack Azerbaijan, as Azerbaijan is the natural ally of the Ottoman Empire. The Islamic Army of the Caucasus of the Ottoman Empire, liberated Baku in 1918.
It's very unlikely that the Ottoman Empire will attack its sole natural Ally, which just aided the Ottomans in the war against Persia and the Arab states.
I would also consider lowering the criteria for Azerbaijan to join the Ottomans in the War.
