YUN(R-KMT) - Can't annex or integrate GXC(R-KMT), and can't relocate the capital after forming the ROC #12201

Quick questions OS: Windows 10 HOI4 version: 1.10.2 Kaiserreich version: 0.15.1 List any other mods used: None Were you using Steam? No Were you in multiplayer? No Which expansions do you NOT have? No. I have all of them

Explanation of the issue: Play as YUN, GXC(R-KMT) refused to join the YUN(R-KMT)'s faction after finishing the "Join the Right KMT Committee" focus and I can't annex or integrate GXC(R-KMT) after finishing the "A New China" focus. Yet, YUN(R-KMT) can't able to relocate the capital after forming the ROC, just sticking on 'Kunming' only.

fixed yunnan's decision to attack gxc not showing up, will have to check on moving the capital another time
