Explanation of the issue:
RKMT Yunnan can take the "Deal with the Left-KMT" focus and use the decision to attack LKMT without a shared border. (Liangguang and Hunnan is federalist, Sichuan is at war with the feds and not align with anyone)
In addition, all of the other "attack" foci requires Yunnan to be at peace which means RKMT is stuck not being able to do anything itself unless LKMT invades/puppets other warlords or gets killed by Japan or Qing.
Steps to reproduce:
Go RKMT as Yunnan and LKMT wins the league war in the same game
Take the deal with LKMT focus
Possible cause:
No checks on shared borders (not just with LKMT but its puppets as well)
