Explanation of the issue: Playing as Germany, Russia took the Caucasus without me intervening. (I had not option) After they got defeated, I took the eastern part of the Northern Caucasus, while my ally Ukraine took the western part. (They have been doing that for a long time as I remember.)

After this, I took the option to "Release the core Russian lands" in the pop-up after the decision. This did not turn over the northern Caucasus to the Russians, but left it in my hands.

A bit later, I see that the Ukrainians have returned the Rostov region to Russia. On the other hand, for me no annexation decision popped up, nor had the option to "Return Russian lands" come. I guess the latter is due to the fact that Russia lost cores on the region, and now only the Don-Kubans have.

Steps to reproduce:

1. Annex the Don-Kuban as Russia.

2. Turn the tables as Germany, and let the Ukrainians take what they want.

3. Release the "core Russian lands" after taking the decision.

4. Marvel as the Ukrainians give what they took back to the Russians, while you are stuck with the rest.

Other info: I have had a similar experience with Poland getting Galicia, and then giving it to Ukraine.

Possible cause: The Ukrainian AI sees that Russia has a core on these lands, but they don't, so they take the decision for. I guess the core was not removed for them.
