YUN(L-KMT) - Independent SocDem YUN does not have the "Form the ROC" decision #13182

Quick questions OS: Windows 10 HOI4 version: 1.10.3 Kaiserreich version: 0.16 List any other mods used: The Official Kaiserreich Collection Were you using Steam? Yes Were you in multiplayer? No Which expansions do you NOT have? No. I have all of them

Explanation of the issue: YUN was previously a puppet of CHI and CHI was at war with LEP but YUN becomes independent when LEP defeats YUN and YUN can't able to select the "Form the ROC" decision. Wew1

Possible cause: It seems SocDem YUN can't able to have the "Form the ROC" decision due to this requirement and this code came from form_republic_china_decision.

I suggest that SocDem YUN should have the "Form the ROC" decision if SocDem YUN is independent. While puppet SocDem YUN is not allowed to have the decision.

fixed otherwise, lkmt yunnan can now access the entire focus tree too if CHI is dead
