Explanation of the issue:
[x] You cannot fight rebels or reduce resistance. You do not have a decision to fight rebels or reduce their impact as of the latest update.
[x] You do not get access to the reconstruction national spirit. Combined with being unable to fight rebels, you are at a severe disadvantage on factory repair compared to all other factions. PSA should have one of the hardest civil wars in exchange for one of the easiest reconstructions (opposite of CSA).
[x] Howard Hughes aircraft event does not fire anymore. Additionally, special presidential events like this one (or Henry Wallace’s) should fire sooner.
[x] Nevada is bugged out on state map. It will ALWAYS show as if resistance is needed to be quashed even if a core/after already doing said quashing. [Note: Unable to reproduce and only with State Transfer Tool, as far as I'm aware.]
Steps to reproduce:
Play a normal PSA game and win the 2ACW (I played as Progressives and failed Velvet Glove route, if that makes a difference)
Profit!
Possible cause:
No clue, unfortunately. I would assume it's an internal code issue related to the "second phase" of America gameplay (post-2ACW code changes).
Screenshots:
From 1941, all states pacified/cored. No decision/foci to remove rebels or their resistance. Stability affected. No reconstruction like old PSA.
