Nevada has been fixed. As for choosing the war plan, no, that's not going to happen (the AI is already programmed not to go for San Jacinto if PSA is a player).
Craig and Cain have generic portraits - 1952 content is very late in the game, so I don't believe it's worth custom portraits for the time being.
The PSA will never compromise with the AUS, as they loathe Long for his authoritarianism.
The air tree has only one branch because the PSA has a single chief air theorist, that being Henry Arnold - and most of their air officer corps favours the same doctrine Arnold does.
I've fixed what I could. Most of your other suggestions can only come through a rework of the PSA, which is unlikely for the time being.

Describe the change you would like:
[x] A player-led PSA does not start with Nevada unless WP Yorkshire is done, while AI PSA starts with Nevada. You should also be able to choose which War Plan White you would like to do BEFORE switching to PSA. This would allow more strategy in choosing the war you would like as PSA, much like how you can do with the other factions. PSA is so far the only faction without additional setup options.
[x] Some PSA tanks, Improved Infantry Equipment I-III, Infantry Anti-Tank I-II, Night Vision I-II, and (support) Weapons IV have no flavour, be it in name, image or description. (The biggest offender is Armoured) Since all other factions have this flavour, why not PSA, even if it's simply copied from USA?
[x] PSA only has one air branch. Compared to other factions with a mean of two, this locks the PSA into one effective strategy/doctrine. This feels restrictive and goes against some playstyles (eg CAS > Bombing).
[ ] Frank Merriam is unelectable in 1937. Unsure if this is an intentional change, but it shouldn’t be. The governor of the largest state w/ the largest party popularity who spearheaded the rebellion in the first place should unconditionally be on the ballot.
[ ] First Progressive/F-L flavour event should boost party popularity. Both their popularities should start out lower. (Like CSA interwar events dictating party popularity, for example). Based on how the event itself is worded, this would make a lot more sense in terms of roleplay.
[ ] Frank Merriam, Howard Hughes, Culbert Olsen, Charles Sprague, Ralph Lawrence Carr, and Arthur B Langlie have weirdly lo-fi portraits. Like old Garner, should be touched up, although it's no big deal if they aren't.
[x] Glen Taylor (1948), George N Craig, and Harry Cain all have bugged/missing portraits. Cain and 1948 McKay are missing bios.
[ ] Merriam, Lee, and Peterson have incorrect party information in their bios; among others. For ex, they are referred to as Republicans (like they were OTL), but are Democrats in game.
[x] AUS gets USA event without NEE, but PSA needs NEE for USA event to fire.
[ ] I find it unrealistic that after 1940, majority of major party candidates are still from west of the Mississippi. If this is a flavour choice? Understandable. But where is my PSA Dewey? Wouldn't a united PSA -> USA take a majority of the status-quo/liberal political crowd and incorporate it into the national scene?
[x] AUS should get a unification path with PSA, like how CSA gets one w/ SocDem PSA. Maybe w/ failed business plot and SocCon PSA? This would equalize both paths in case of Rocky Ceasefire and create interesting RP.
[ ] PSA should gain slightly more political power. I find that they are lacking compared to all 4 of their counterparts in the post-war, especially with their events taking more pp away and giving too few in return (compared to something like Business Plot AUS or Two-Way USA). With how some parts of the PSA are simply immediately started instead of prompted through foci/decisions (like rebel suppression and company trials), this would add a lot more consistency.
[ ] A more liberal Canada/Entente should have a higher chance to support PSA, or if USA isn’t doing so well by the time Eddie decides to take a side (perhaps a state-hold count, much like intervention against CSA considers). Would add more depth to Canada, and actually give us a reason to watch Canadian political choices.
[ ] PSA should have legislative agendas/laws to be passed like democratic USA does. This provides gameplay benefits, flavour, et al.
[ ] PSA should start with a mountaineer. This would coincide with the promotional art (I know it is "non-canon"), and make early fighting in the Rockies a lot easier. Would also provide additional challenge for San Jacinto MacArthur.
[ ] PSA music is too similar to USA music. Maybe more vocal/pop songs to go with the Hollywood-esque culture?
[ ] A small airfield(s) should be built somewhere in the Rockies air zone. While the Plains can still remain a no fly zone, at least a defensive DeWitt PSA should have some airfields in the Rockies to counter enemy air supremacy/bombers.
[ ] If possible, a player should regain foci buffs if returning to a party which has lost an election. (For example, 1937 prog -> 1940 Democrats -> 1944 Prog should regrant prog tree spirits.) I am not sure if this is even possible as stated, but would open up interesting RP and perhaps allow player to "swap out" buffs based on which they need more at the time.
[ ] The Sleepy Lagoon event chain should have more impact on stability/popularity/etc and a choice/forced choice like HUAC does.
[ ] HUAC should be a national spirit, and a liberal administration should remove it. Would add interesting depth to different administrations and perhaps make dealing w/ damage to garrisons & resistance easier?
[ ] While the Republican tree touches it on a bit, there should be more flavour related to film/media, especially given how PSA is a big exporter of it culturally.
Explain the reasoning behind this change: Most are explained in the above section, although I could honestly write an essay on a majority of this stuff if need be by the dev team.
