BOL - Change picture of Mamerto Urriolagoitia, which is currently a painting, to an actual picture.

Quick questions HOI4 version: 1.10.3 Kaiserreich version: Dev master 05.02.21

Describe the change you would like: after seeing Mamerto Urriolagoitia as HOS of BOL (picture 2), which uses Portrait_Bolivia_Mamerto_Urriolagoitia.tga (picture 1), which from the looks of it seems to be an cut out painting. after a cursory glance online to see if he may have any usable photos, I found two nice looking (atleast I think they are nice) sources, from from getty images (picture 3), and one from a site called "k-townconsignments" (picture 4)

Explain the reasoning behind this change: While BOL is certainly not in the forefront of priorities, I do feel that eliminating these painting portraits, whenever possible, could be for the best for the mod's overall art quality. however, if this is not something that is of use or concern, than don't worry about just dismissing this report.
