WHR/BAT - Territorial claims

Describe the changes you would like: Some WHR/BAT territorial claims that can be tweaked

• [x] WHR_russian_claims focus should exclude states 210 (velikiye luki), 880 (dvinsk).
• [x] BAT - add state 880 (dvinsk) as core state.
• [ ] Add a focus or decision to claim states 96 (Vilnus), 97 (Belostok) if their owners are not in the same faction as WHR, and later to get core status for this states.
• [x] WHR_russianciv_intervention focus should be deleted.

Explain the reasoning behind this changes:

Here is a map of Belarusian People's Republic (1919).

This map is based on the maps of borders of belarusians, created in 1903 and 1918 by J.Karski, and on the map, created by M.Dovnar-Zapolsky in 1919 (Map 1 (1903), map 2 (1918)). Analyzing these maps, the set of suggestions was made. These maps of belarusians does not include states 210 and 880, because Dvinsk (Latgale) was a latvian region, and Velikiye luki - a russian region. The maps linked earlier include some parts of these states, but that parts are clearly not the major parts of there regions, that is why it is too much to allow WHR to claim these states and turn them to cores.

At the same time, BAT as the state of balts (including latvians) should clearly have state 880 (dvinsk, or latgale) as core. I wonder why this state is included in RUS at all, since dvinsk was annexed by RUS only in 1772, and according to latvian census 1925 , Latgale (dvinsk region) population was 539682: 307291 latvians, 142526 russians, 31760 jews, 25564 poles and 28624 belarusians

but whatever.

Back to WHR claims. Maps mentioned earlier have states 96 (Vilnus) and 97 (Belostok) included. That is why it is fair to give WHR ability to claim these states and get cores if their owners are on the other side of the barricade.

Regarding WHR_russianciv_intervention, this focus is unrealistic, as SOV with a massive army should absolutely not care about WHR 50k army without a single tank or plane and with 28(!) artillery pieces, not to mention that this is purely a defensive army, since WHR was always a battlefield for bigger countries (napoleonic wars, WKI).

Dvinsk is not a BAT core or claim because it was never claimed by the OTL United Baltic Duchy.

I've implemented the other claims except for Bialystok, which is a heavily Polish area where the claim would be extremely flimsy.
