ENG/CSA/FRA - Liberating America, cores aren't given by AI allies #14029

Quick questions OS: Win10 HOI4 version: Current Kaiserreich version: Current List any other mods used: None Were you using Steam? Yes Were you in multiplayer? No Which expansions do you NOT have? I have them all

Explanation of the issue: When playing as ENG, I invaded North America and liberated it for the 3rd Internationale. I took almost every state in the US, but AI FRA took Southern Texas while they were taking Mexico in the peace conference.

Unfortunately FRA can't give back the land to the liberated and puppeted CSA through the decision since it no longer has cores on it.

Steps to reproduce:

  1. Have a non-CSA faction win civil war

  2. Invade North America

  3. Have peace conference and have AI take at least one state
