Quick questions HOI4 version: 1.10.4 Kaiserreich version: 0.16.1

Describe the change you would like: Allow NatFrance to force Libya/Cyrenaica to stop taking the Senussi decisions if they are a puppet of NatFrance

Explain the reasoning behind this change: It doesn't make much sense for France to allow a puppet Libya/Cyrenaica to keep stirring up trouble in the Sahara/Sahel. As of now, annexing them is really the only way to get them to stop for good.
