SIK, QIE - Cannot Develop a Zhili aligned Xinjiang. #14098

Quick questions OS: Windows 10 HOI4 version: 1.10.4 Kaiserreich version: master List any other mods used: None, KR only Were you using Steam? Yes Were you in multiplayer? No Which expansions do you NOT have? Battle for the Bosporus

Explanation of the issue: Same as issues https://github.com/Kaiserreich/Kaiserreich-4/issues/14095 and https://github.com/Kaiserreich/Kaiserreich-4/issues/14097, but this time with SIK.

Steps to reproduce:

  1. Play as Zhili QIE;

  2. Have SIK win the war in Xinjiang and go Zhili aligned.
