LEC - Legation Cities leader name flavor #14112

I would like to suggest names for the Tot/Synd/RadSoc leaders of Legation Cities. They currently use generic western names so I feel like it would be more immersive if they can be replaced by historical figures.

Leader: Pan Hannian A major figure in the Chinese communist intelligence in the OTL. Pan joined the communist party in 1927 and later operated mainly in Shanghai, eventually leaving in 1933 to participate in the long march. He was purged during the cultural revolution, accused of being a member of the CC Clique and joining the KMT in 1936 & collaborating with Wang Jingwei's puppet government (Pan admitted to meeting with Wang Jingwei but refuted other accusations against him). In the KRTL, he could remain in Shanghai and become the leader of the LEC branch of Dai Li's intelligence agency.

Leader: Yuan Zhenying

A prominent figure of the Chinese Communist Party and one of the founders of the Socialist Youth League of China in Shanghai in the OTL. Yuan was an anarchist and considered to be one of the foremost followers of Chen Duxiu. He despised traditions such as Confucianism and seek to fully westernize China & promote anarchic communism. In KRTL, as a follower of Chen Duxiu, Yuan can lead the LEC branch of the CSP.

Leader: Yun Daiying

A prominent figure of the Chinese Communist Party and one of the founders of the Socialist Youth League of China in Shanghai. He joined the party in 1921 and became an instructor at Shanghai University. In 1924, he joined the first united front and promoted cooperation between the communist party and the kuomintang. He led the Guangzhou Uprising in 1927 and escaped to HK and later Shanghai after its failure. He stayed in Shanghai before being captured by Chiang's forces in 1930 and executed in 1931. In the KRTL, due to Chiang's failure, Yun could stay with the KMT and lead the LEC branch of the KMT-Minsheng.
