I would like to suggest names for the Tot/Synd/RadSoc leaders of Legation Cities. They currently use generic western names so I feel like it would be more immersive if they can be replaced by historical figures.
Leader: Pan Hannian
A major figure in the Chinese communist intelligence in the OTL. Pan joined the communist party in 1927 and later operated mainly in Shanghai, eventually leaving in 1933 to participate in the long march. He was purged during the cultural revolution, accused of being a member of the CC Clique and joining the KMT in 1936 & collaborating with Wang Jingwei's puppet government (Pan admitted to meeting with Wang Jingwei but refuted other accusations against him). In the KRTL, he could remain in Shanghai and become the leader of the LEC branch of Dai Li's intelligence agency.
A prominent figure of the Chinese Communist Party and one of the founders of the Socialist Youth League of China in Shanghai in the OTL.
