GXE, D01, TRM, JAP - Unable to annex Japanese Treaty Territories during capitulation #14334

Quick questions OS: Windows 10 HOI4 version: Collie 1.10.4 Kaiserreich version: Beta 0.16.1 List any other mods used: Colored Buttons Were you using Steam? Yes Were you in multiplayer? No Which expansions do you NOT have? None

Explanation of the issue: After capitulating Transamur, during the peace conference, I cannot select the Japanese Treaty Territories to annex their land because "... is untouched by any of the winners, no demands can be made against them." I can still annex Transamur as normal.

Steps to reproduce:

  1. Wait until capitulation

  2. Attempt to take D01 land

Possible cause: Similar to #12296, #12627?
