Note: As for why only Chazam is assigned this one: I already talked to Malt about this, and he said that I should assign it to Chazem to take care of, seeing as he implimented the SFR army tree to begin with.
Explanation of the issue:
The ai Values on the SFR (federation tree) are very very high- 1000 for each, compared to the 100 almost every other focus has- this causes issues as SFR will just ignore almost everything to just do its army, this could even mean that it will take a long time to even get cores after the end of the third Boer war- it will see the focus for getting cores _SFR_the_new_south_africaact, with the same importance as doing any of the army focuses.
Anyway, this is not a desirable situation, please cut the factors down to atleast 100, like every other normal focus (or just do 50 with a factor of 2 while at war, I think that will honestly work better)
Steps to reproduce:
open file SouthAfrica_Federation
look at the insane ai_will_do factors in all of the army tree focuses
Possible cause:
As said above- army focuses have very high factor, I am not sure what is the cause, possibly factor was put there and forgotten about? anyhow I think the factors on these focuses should just be looked at, as this is clearly not working right.

Picture 3 and 4: The AI Weights on army focuses SFR_federation_armed_forces and SFR_canadian_cruiser- as you can see the AI Weight on these two is insanly high- 10 times more than the "normal" focus
