CHI and Feds war can end inconclusively if Xinjiang joins Feds #14933

Quick questions OS: Win10 HOI4 version: latest Kaiserreich version: latest List any other mods used: none Were you using Steam? yes Were you in multiplayer? no Which expansions do you NOT have? none

Explanation of the issue: If Xinjiang joins United Provinces of China before CHI unifies the West and CHI declares on the Feds the Northwest of China is inaccessible through land (and horrible supply but that's besides the point).

Steps to reproduce:

  1. Ensure Xinjiang joins UPC after LEP war.
  2. Declare war on them as CHI.
  3. Xinjiang is not accessible through land unless Ma is in the faction.

Fixed - SIK should only be invited to the conference if XSM agrees to it.
